NATIONAL TRADE FACILITATION AWARDS SCHEDULED FOR JULY THIS YEAR

The Ministry of Trade of Industry in collaboration with the Ghana Community Network Services (GCNet) will organize the first edition of the National Trade Facilitation Awards in July this year.

The Awards seeks to:

  •  Enhance efficient and effective trade practices by all actors involved in trade facilitation
  •  Encourage Ministries, Departments and Agencies of government to work towards attainment of international best practice by completing their approval and issuance processes within a maximum period of 48 hours; and
  • To encourage MDAs to improve upon their general performances so as to aid trade flow.

NATIONAL BEST TRADE FACILITATION AWARDS
SELECTION CRITERIA

Goal:

This inaugural Trade facilitation awards by the Ministry of Trade and Industry (MOTI) in collaboration with the Ghana Community Network Services (GCNet) is aimed at the recognition of Freight Forwarders by identifying and rewarding the most efficient operators in the industry

Award Categories

      Best Freight Forwarder

      Large Category

      Runner up

      Small Category

      Runner up

      Best MDA

      (Classification of Small and Large Freight Forwarder categories based on a defined number of declarations per annum, 500. Also explore average BOE/declarant to establish basis of category

Entry criteria – FREIGHT FORWARDERS

      Started using the GCNet platform before 2015.

      Least Number of Post Entry

      Least Number of Custom Offence report (COR).

      Number of Declarations per Declarant

      Regime 4 Only

      Freight forwarders with branches are seen as 1 entity.

      Duties and Taxes (Revenue) paid –

      High Ratio of Revenue to declaration (Effective Rate).

      CIF contribution

      Active Participation in Declarant Associations, GCNet/GRA Stakeholder Meetings.

      Low Risk Profile.

      Complaint 

      Other Considerations –

Exclusions: OMCs and Jubilee operators, Self-declarants. Headloads and TVI transactions are also excluded

Entry criteria – MDAs

      Uses the GCNet platform for approval of documents for Customs clearance.

      Started using the EMDA platform before 2015.

      Faster processing turnaround time for application – less than 2 days.

      Voting by Declarants (survey monkey).

      Exclusions: MDA’s that undertake automatic approvals.

Scoring & Weight

      For each criteria, a range is defined for the key measurement parameter.

      Each Range is allotted a Score and percentage points.

      Each Criteria is assigned a maximum scoring weight in percentage points.

      Data is extracted per criteria for each Freight forwarder and Score assigned.

      Nominations – Freight Forwarders

      No voting or individual nominations allowed.

      Short listing to be limited to 5 Freight forwarders for each category and 3 MDA’s.

      Submissions:

      No individual submissions allowed for either Awards

      Transaction data to be used.

      FREIGHT FORWARDERS Excluded for selection of Freight Forwarders Award.

       Final selection of winners By Audit firm.
